Gather rates below 1.0 are not enabled by default since in some cases they can cause errors. If you want to enable it anyways you need to enable the flag UnlockGatherMultiplier. Refer to the Flags part of description for more details

Try removing CustomSkinsStacksFix. You don't need it as this plugin already implements that functionality.

Try to disable the sandbox manually by following this guide https://umod.org/guides/oxide/disabling-plugin-sandboxing -
