You can go onto the steam workshop for Rust, and make a collection. Then you can import the collection into Skinner. The plugin (like all the other skin plugins) used to let you use all the approved skins in Rust. Rust changed their ToS so that is no longer allowed, so you have to exclusively use a curated list of workshop skins that AREN'T available for purchase in the base game. 

You can probably browse collections on Rust and find a bunch already made you can add without having to find your own skins.

Is it possible to make a skin have multiple permissions for access? For example if I have Cool Blue Coffee Can Helmet part of the Cool Blue set, can I set the permission to skinner.CoolBlueSet, skinner.CoolBlueCCHelmet?

yeah skins were there but then facepunch changed there T.O.S regarding skins - you can easily add skins they just need to be in the data file in the correct format
