Where does this sit on the screen? Is it centered below the compass, centered above the quickbar? is it up in the left hand corner (most inconvenient location as it blocks in game quests)?

By default, it is located in the upper left corner, but you can change the position in the config

Yes. The images are there. Nothing happens when a player goes to the oil rigs. They do not indicate anything.
