Fix for TruePVE settings is being override by car heist

added config to allow players to work with fuel...

I want to apologize for my absence , and i think it time i come clean . ive been in bad health and been in and out of hospital ... so time i have home i spend with my daughter . im still active in support chat . just coding and updates will be slow . but for now im still here. hope you all can understand
