Backup and delete LANG file and Config file

Added ability for players with the seechat perm to see all other players teamchat ingame

can be toggled in chat with /tc toggle

added config for all aspecs of teamchat returned to players with seechat perm

 

there is an extra permission    chatactive   . dont apply this to a group . its use for the toggle command
