Yes, you're right. New Year's customization causes this problem on small locomotives. Most likely, some kind of prefab blocks the damage.

In the latest versions of the Pve Mode and Convoy plug-in, the damage from the helicopter has been fixed. We did not fix the damage from Bradley on the players, because it is very unlikely that Bradley will fire a cannon at another player. This fix would have a big impact on performance. -
