NpcSpawn does not affect those npcs that are spawned by other plugins. I'm not sure about this plugin, I haven't tested it myself -

I checked, on my server, even with the NextGen PVE plugin, there are no problems with NPC spawn. Try to remove it from the server and start the convoy. Maybe it's your other plugin
