turn into a scientist setting will not wear them like scientists, it will spawn scientist prefab and use it AI to wear a scientist suit you need to add item to their inventory using config

with loot table, health and names i don't really cant help you, because it being overridden by other your plugins mb you can set whitelist for trafficdriver's bots in ur plugins

ok it's more clear now so, you want to remove traffic drivers from ring road and let them drive only outside of it, or u wanna just limit amount of vehicles outside the ring road?
