You can have up to 4 different HWID activated. One system has one HWID, so you can run as many instances as your hardware allows. What exactly the HWID changes I do not want to say. But e.g. reinstalling Windows counts to it. -

Can you please test a vanilla server first without Oxide, without plugins and see if you are then displayed under players.

To my knowledge smooth restart does not support custom message on restart, I have not found anything about this. If I am wrong, please show me the command so I can change it.

Make sure you have Smooth Restart selected. It works for me.
