yes, you can apply Max Health Tea buff and modify value/duration

What is "effects": [] doing in this section?

Is it an effect like "assets/bundled/prefabs/fx/gestures/lick.prefab" for the duration?

How does it differ from the last config value of "effects": [] that is after "tooltipText":

These are over time and "EffectDuration": is the time in seconds?

HOW do you clear Dirty?
I get Dirty from some drugs but it never goes away unless I set clear on death. It just stacks up till you hit the Overdose value and you get OD from useing items. I have had it up over 300 waited it out for over an hour while AFK and came back I was still dirty.

is it possible to add these things? 
light joint (item) equipped to action bar (mouse 2) 
a smoke cloud from user (smoking a joint) when it is equipped to the action bar and used (mouse one)
when you smoke the joint a smoke cloud comes out visible to other users (big thing) So PvE server can sit around and smoke joints.... 

when you smoke the joint the screen changes, rgb and a shake etc (similar effect to ganja addon) but i dont want it every time! 
like 2/3 puffs normal just smoke 3rd puff gives the effect as above
