Hi guys, how can i allow build outside of monuments in Ireland?

I've found the "Prevent Building" entries however when i removed the two main "blocking spheres", im getting an error when trying to load the server.  Are the prevent building spheres linked to something else?  Any help on this would be greatly appreciated.
