I’m a little confused about the functionality and capabilities of the tool. Is it something that you can take other plug-ins and modify the UI?

This is a tool to develop a CUI for your plugin, you can make an interface that will interact with another plugin's commands if you know what you're doing

yeah I'm no coder sadly. When something comes out that allows me to do that I guess they will make big $$$$

I don't think what you're talking about will ever be created, for the simple reason that you don't know how to tie functionality to an interface. If you just want an interface, this tool will do it for you. Buttons in a UI work on the principle of command invocation, if you need a UI that will execute a command at the click of a button, you can do it, but you don't have the knowledge to do more than that.
