You can use this free plugin to force the Sam Site to attack the convoy heli. I don't want to add this feature to my plugin, because it will greatly affect performance.

Patrol helicopters cannot become a target for the Sam Site. It doesn't matter if they are in a convoy. Any patrol helicopter will not be a target for SamSite
