    This has happened on my server as well, workaround for the player is to leave the dome area and re-enter it.

    You most likely have some inherited permissions through the different groups that have each of those permissions.

    The issue will be with your config and/or group permissions and their assignments. The plugin .cs file itself does not need to be modified, I use it for 3 tiers as well.

    Paper is a good one to use, since it isn't used for anything else that I'm aware of. I'm not sure how you would skin it though, since it isn't in the workshop to be skinned.
