No, The arena does not automatically spawn in to the map, it must be pasted every wipe.

Keep in mind that the arena is not part of the core plugin. This plugin enables you to build and customize your own arena and set it to the game location. If you build an arena you like and paste it later manually or automated, you will need to make sure the teleport locations are correct if the location/map was changed. It's just a command to set teleport locations to where you are standing.
