Does this plugin work for non-moderatorid/ownerid players? Looking for something like this for my creative server that any player can use without the next of admin status

This is designed for normal players or staff! All with simple permissions.

I would also like a whitelist.
I would like to be able to spawn only items on the whitelist, even if they are in the ban category.

I don't really follow?

By default everything can be white-listed for you to spawn by simply not black-listing the item or category.

So wouldn't it just make more sense to setup the black-listed items accordingly?

What's the goal here that your trying to achieve?
Are you wanting to be able to create white-listed lists with a permission for each list for different user groups / perks?

It depends on the situation, but when I use it, I want to allow only one item from a certain category to spawn if I have the permissions, so it's a hassle to have to blacklist all the other items.
For example, if you want to allow only trees to spawn among your resources,
you'll need to blacklist all items except trees.
If you have a whitelist, you can just add the resource category to the blacklist
and only add trees to the whitelist.
It would be even better if you could set permissions individually, and you could also enjoy RP in conjunction with shops, etc.
