We also need all npc,s added. For some reason, some new animals do not have hitbars. Like tigers.

You can change the bar size and location changing this values in de config:

"- UI Anchor Min": "0.356 0.117",

"- UI Anchor Max": "0.63 0.158",

is this a global setting?  I have a couple players asking for a more minimal option - I'm not sure I'd want to make them smaller for everyone.

Yes, its a setting for all players.

could we add one in that is half height as an option?  or make half-height a command or permission?  maybe a checkbox for half-height in the /hitbar config?  Thanks for considering.

evil, he already explained that you can do so in the actual plugin cs file by editing a couple lines of code.
