It would be limitations of the game, you could only do it with a plugin if they are spawnable entities, but as yours are custom prefabs they will need to be added to your map using RustEdit

It was already added in the configuration along time ago "Global Response (true = global response, false = player response)": true, -
Strange its not working for you, if you want to start a support request or dm me i would be happy to help you resolve it with you saying it replies with "unknown command" i assumed you had used a / before the trigger (which isn't needed)
