No its saves the vote state during restart. You need to configure the auto start vote. Starting vote manually is just for testing.

you can't generate custom maps from rustmaps.com for free anymore. 1- update your rustmaps.com API key 2- disable Generate Custom map

Are you using the rustmaps custom map config?? because it seems its not free anymore and you need to subscribe to use the feature.
