is it possible to have it work with HumanNPC from Umod and disable it on all other NPCs 
and have it perms for players so players with perms can have wings?

You need to give the player permission: customwings.2687914104 or customwings.all

The player then uses the chat command : /wing set (and turn on)

Considering that many panel servers will limit the distance of entity display, I optimized the code logic.

In fact, wings are carpets, you can make carpet skins and add them to the settings list
