Yes. Use ingame UI for cinfiguration. In UI you can see > after raid time for day. You must click > to add new time setting for this day.

Yes this is a rust bug and in fact Hud should be visually on top of the map, you can lower the level of Hud in config (or via UI) but then it will be under the chat
