Did you change something in the Area 51 monument? The Navmesh is all messed up inside the Tunnel and Main Building. 

You did change and removed a few others in this map. 

My Custom NPCs do not spawn where I had placed them.

I have fixed the terrain issues. I cant find anything wrong with area 51 though. Everything seems to be working for me
