The problem with the npcs not moving is not caused by this plugin. I just tested it and it works totally fine. The reload problem will be fixed with the next update

Did you reload the plugin several times?

This plugin requires DisableSandbox to function If you dont want to use DisableSanbox you can follow this guide https://umod.org/guides/oxide/disabling-plugin-sandboxing to disable the sandbox manually

As far as I know this is a bug with the DisableSandbox plugin. As long as the Halloween plugin loads without errors it should be fine

This is not the plugins fault as it only spawns the decorations and no npcs at all

First you have to enter /rec to start the recording, then /rec again to stop the recording and then you can save it

You found a small bug there. The multiplier you enter is not reverted but used for the next category on the right. So if you enter 5 for comps for example, the multiplier is used for ammo. I will fix this bug with the next update

Looks like your server is missing a DLL file. If you are on a linux server try installing libgdiplus https://github.com/mono/libgdiplus
