Can this work in a combination with Npc Raiders plugin?
For example someone offline raid a second base, then have the npc raiders plugin send raiders at the offliner's base?

The plugin doesn't track bot actions, so the bot will be able to raid

Is it possible to set this up so that I can prevent raiding for say 3 out of 4 weeks of a monthly wipe, so players can only raid in the last week of the month?

Hello, as it is now, you have to configure the schedules by days of week .. so to do what you ask, you will have to manually edit the config mid-wipe
