It is not recommended to use Personal Portal and Portal Network on the same server as they utilize a lot of the same commands.

Do these portals work for everyone or only the person who made them?  Also do they persist through server restarts?

The portals work for everyone who clicks on them.  They persist through server restarts there is also an option in the config for it to persist through server wipes.
