Custom Map Markers via Console Command

Looking for a plugin that allows admins to create a map marker (generic radius, not shopping cart) from the command console.

Requirements:
- Command must be able to be run from the command console
- Should be generic radius, NOT shopping cart
- Choose color
- Choose radius
- Choose x/z coordinates
- Choose transparency

Raidable bases as example is using Vending Machine map marker for it's bases locations i think that's what he meant. He doesn't want Vending Machine markers

I know this is waaaaaaay late, but I need a plug-in like Marker Manager, but that will allow it to be created via the server console. Ideas?
