Tugboat Building Auth Issue?

I'm being told players can't change item skins on tugboats even though they are authed on the tugboat. When they enter /si it tells them they must have building auth. However they can skin items just fine in a base where they've placed a TC. Is this a known issue with the introduction of Tugboats, as there is only an issue reskinning items on the boats??

It seems like an issue with the way auth is given on tugboats ill look into this.
