Naked floating NPCs spawn

Default config out of the box, 2 heavies and 2 naked npcs spawn.  The naked ones are prefab = npcplayertest

Hey there! Most likely this is due to the influence of other plugins related to NPC spawning. If this suits you, just disable passenger spawning in the config. Or try to figure out which plugin is incompatible. Please let me know about the results
