It has the things you mentioned except configurable shortnames and skinids, If it doesn't work out for you as you initially intended, I'll issue a refund

Configuring isn't programming, Instructions were clear. "Use (Economics / Server Rewards / Scraps)": "economics", I usually respond within 12 hours so you could've had a little patience, you had a currency set without even having the amount, I believe a little of common sense is all I expect not knowing how to program, on a second note, drone doesn't land it'll drop the seeds you ordered in a package but I highly insist you to request a refund as this plugin isn't built for you.

This doesn't support Rust Points, not sure what that is, by default it is supposed to use scraps so you should be able to use them, make sure you've the desired amount of scraps in your inventory, on a second note try changing seed cost to 0, if it doesn't work to check if the problem occurs there.
