This command is working if you execute it on RCON or just in rust? Thats is what really matters.

1) No, not actually. You can make a role called "skin-staff" or something similar and add it just to the members that must aprove or deny it. 2) Its easy, just need to change the "skinbox.addskin" and put the command of your plugin. If you dont know how to make it, can tell me the name and will try to adapt it like with the Discord2LSkins.
