Fixed in version 1.0.1. Config has changed a little bit, so take a backup

With this plugin, does having permission automatically make it a burst rocket?
Or is it more like the rocket launcher itself is tiered and can be managed that way?

With permission you can toggle (up to your permission) how many rockets to fire at a time. To change amount you use a command. It applies to all launchers, no custom item or tiered item
