Making it rain pookie bears

Was wondering if it's possible to make a plugin that makes it rain pookie bears above a single player? The bears would have no collision so once they hit the ground they disappear under the map, or maybe make it so as soon as they hit the ground, they get deleted? Maybe have it so you can set the amount of pookies and the time it is active for?
