How to make Twig Breakable to stop Griefing?

How can I make twig breakable or removable? If a bad intentioned player comes along they can cover a players base in twig and they cannot remove it.

I think we shouldn't allow twig damage, cause lots of pve server players build their base with twigs, so other players can grief the base if we allow twig damage.

Also, what stopping bad-intentioned players from covering other player's bases with stone or other materials
