Same problem here. The tan barrels on my server are empty, just scrap in them.

there are blue drums and there are white drums, it's strange that they are recorded at 1 tuning!

The barrel loot option applies to both blue and tan barrels. If you are having issues make sure the loot profile is enabled and configured correctly
