Only one base per tc?

So thanks for adding the copypaste option to it. Does this only work one one tc per base? I have a city within that city I have about 60 bases all together in the city. They each have different property's but when the city is spawn back in no-one can access there houses even though it says they own it. Any ideas why?

So I'll just have to remove the locks and mail boxes and redo it then copy it the entire city and it should work?
