Custom Buy Raid Costs

I am trying to use Custom items to purchase raids - in this example I am using an item from the cooking plugin, x3 Carrot.

          "Item Shortname": "apple",
          "Item Name": "Carrot",
          "Amount": 3,
          "Skin": 2572178443

When I try to purchase the raid it tells me I do not have a Carrot (3) for a raidable base.  I have tried this with a variety of different skinned items but cannot seem to get it to work.  Wondering if I am not understanding how the Custom Items usage here works.
