Add function cooldown

    Hi David.  I have a question,  you can  to add a cooldown function for pickup item? 

    I added mlrs to the server, and if i pick-up after the shot and set it back down  mlrs has no reload. 

    It would be nice to be able to set the kuldown time for pick up.
