confused about exchange/vendor setup

if the exchange only allows single key purchasing, that would completely negate the entire discount system.... npc vendors only allow single currency exchange of 3 scaling options? so to sell multiple currencies, or amounts of a currency, i need multiple vendors? am i missing something?
