players mass spawning

    some players on my server have discovered they are able to just mass spawn police vehicles i dont see a way to set a cooldown so i dont really know what to do.

    revoke policevehicles.unlimited permission, then they are only allowed to spawn one single policevehicle until they /removevehicle.
