do not recognize the name of the file when I reload Adminpanel

hello once the pligin installed, I did oxide.reload Adminpanel. and it tells me that the plugin is not on my server and the same for the authorizations; I restarted and I couldn't put the permission, it's telling me: Permission 'adminpanel.use' doesn't exist
