They must fly to them using a Minicopter, Scap Helicopter, Attack Helicopter, Hot Air Balloon or Armored Hot Air Balloon. 
 

If for some reason you lowered your max flying height lower than the default 100m you can adjust it with this server convar:

hotairballoon.serviceceiling 250 

 

^^This will change max flying height for all vehicles not just hot air balloon as it says. If you use NTeleportation plugin players can set a /home on the island and teleport to and from them as well.
