Hello, i was wondering how i would get the welcome screen to automatically pop for anyone? i have welcome on join enabled but it is not working.

After enabled in the admin panel each user has the option to enable or disable the welcome panel in their profile settings.

is there a way to default to enable?

When enabled it will set any "new" player to have it enabled at first. Any player that joined before will have to enable it themselves in their settings.
