Players able to spawn Personal NPC while downed

Can you add Protection from players being able to spawn Personal NPC while downed?

Also could you fix the Person NPCS able to walk and shoot guns under water.

See attached for my config

PersonalNPC.json

Set "Disable drowning damage?" to false so pnpc's will not be able to walk under water
Added "Can you add Protection from players being able to spawn Personal NPC while downed?" to update list
