Stairs not traversible at Roger's Dam and Overview Point

At Roger's Dam I am unable to walk/run up the stairs at the side of the two towers. I have to keep jumping to get up. Going down is no problem.

It is the same situation at Overview point in the middle where you have two sets of stairs right next to each other. The first level you have to jump to get up, after the first level, the rest of these stairs work fine.
