Event not being held underground

I've set:

"If there is no railway on the map, then the event will be held underground [true/false]": true,
 "The probability of holding an event underground [0 - 100]": 100.0,

but no event is starting.

When typing "atrainstart" in the console I get:

(08:30:49) | [ArmoredTrain] Train configuration not found!

(08:30:49) | [ArmoredTrain] [ArmoredTrain] Event activated

and still no event starts.
