Issue with my imported skins

Could you please advise why my importedfiles.json file looks like the attached examples pre and post server restart. Am I missing something in my config file (I have attached this too) in case I am overlooking an entry.

importedskins (pre restart).json importedskins (post restart).json SkinController (config file).json

Sorry should of added the restart is being done as "restart 300" in RCON
