Excluded plugins continue to reset

I've gone through the config and marked ignore to true for all custom plugins I don't want to have checked, but for some reason it keeps resetting to show false and clouding up my discord with alerts saying not found. 

What might be causing this?

1. Changed values in the config
2. Save
3. opened the config file and everything remains the same?

Sorry I didn't see your reply.  I'd have to check., but I get the impression it changed somewhere down the road like with a plugin update or something I could be wrong. I remember it working initially and then changing. 

I 'think' the issue may be that I made edits to the config without unloading the plugin.
