If the player's CD usage time at the monument has not expired, and the plugin is reloaded or the server restarts, the player's CD is refreshed again, and the usage time is calculated from 0. This allows players to continue participating in the activities of the monument multiple times.

Even without other players obtaining ownership of the monument, they can still stay at the monument and have permission.
