You need to increase the minimum length of the road. Most likely the convoy just didn't fit on it -
Are there any results? Perhaps this is some kind of conflict?

You can set up the event so that there will be no need to destroy the convoy cars, but you will only need to kill all the NPCs or just stop the convoy
