The only point of allowFuelIfUnlimited is for players with the unlimited fuel permission to allow them to access the fuel tank. If you are using another plugin to manage fuel, then I am lost as to the problem here.
I usually have allowFuelIfUnlimited set to false, and I am not able to open the tank. I believe it flies normally. With the unlimited permission, it should set the tank contents to 1 LGF (so the engine will start) and set the fuel per second to 0 so it won't consume fuel. Do you have any other mini or fuel-related plugins installed?
I mean that as written you should only have a player in one VIP group at a time.
If they have any matching VIP setting it will override default. But, it will only match the first one it finds and then skip the rest.
The way it should actually work at this point:
1. Each vip setting is associated with an oxide permission.
2. Users should only receive ONE permission for vip settings, whether by user or group.
3. The first match from top to bottom will win - there is no weighting.
In my haste to make the plugin compile after the May 4th changes, I now need to go back and check that it works. I have the idea of it done but can't really test until this weekend.
It's an interesting problem for sure. With mats, the plugin does not get called at all. It might be good for another plugin that can handle the repair issue somehow. One day, we will all live in "Harmony" to help with these cases.
